CNN —Belarusian President Alexander Lukashenko appears to have cast doubt on Russia’s claims that Ukraine was involved in the brutal attack at a Moscow concert hall last week. Putin on Saturday claimed that a “window” had been prepared for the attackers to escape to Ukraine, which Kyiv has denied. But Lukashenko, one of Putin’s most loyal allies, on Tuesday appeared to contradict the Kremlin’s claims, saying that the attackers initially intended to enter Belarus rather than Ukraine. CNN —Russia’s Supreme Court has declared what it called the “international LGBTQ movement” an extremist organization and banned all activities associated with it in the country. Russia’s highest court found in favour of a motion filed by the Ministry of Justice which claimed the LGBTQ community risked “inciting social and religious discord”, in violation of Russia’s Law on Countering Extremism, according to a statement from the UN condemning the decision. The four-hour hearing was held behind closed doors with only the Justice Ministry present for the proceedings and materials classified. LGBT activists take part in a protest against amendments to Russia's Constitution on July 15, 2020. The new law was an extension of legislation introduced in 2013, which banned the dissemination of LGBTQ-related information to minors.

CNN —Russia temporarily shuttered all four major Moscow airports early on Friday morning following an alleged drone strike on the capital city, its civil aviation authority said. Moscow Mayor Sergey Sobyanin said Friday that Russian air defenses shot down a drone over the capital city overnight. The incident on Friday was the third time in the past month that this district of Moscow has been struck by drone debris. “The Kiev regime launched another terrorist attack using a drone against facilities in Moscow and Moscow region on August 18 at 4:00 Moscow time,” the ministry said in a statement, using the Russian spelling of the Ukrainian capital of Kyiv. Russia's central bank will hold an extraordinary meeting at on Tuesday to discuss the level of its key interest rate, currently at 8.5%. A decision will be published at 10:30 Moscow time (0730 GMT), the central bank said. The central bank's most recent emergency hike came in late February 2022 with a rate raise to 20% in the immediate fallout of Russia's invasion of Ukraine. After that, the bank steadily lowered the cost of borrowing before quickening inflation forced a 100-basis-point hike to 8.5% last month. "The central bank has all the tools to normalise the situation in the near future," President Vladimir Putin's economic adviser Maxim Oreshkin said on Monday.

"On June 26, trading and settlement on all Moscow Exchange markets will be conducted as usual, including all trading periods and instruments," Moscow Exchange (MOEX.MM) said in a statement. SPB Exchange, Russia's second-largest bourse, said it would also be operating as normal. The central bank said banks should ensure the continuous and smooth operation of Russia's financial markets.
